The size refers to the size of the print itself.  Matte sizes are larger than the print.
8  X 12 PRINTS are matted on 11 X 14 mattes for 11 X 14 FRAME  
 
10 x 15 PRINTS include a 14 X 18 matte for a 14 X 18 FRAME.
